+## Installing Development Dependencies
+
+Dependencies are managed via Composer.
+
+1. Download the [`composer.phar`](https://getcomposer.org/composer.phar) executable as per the
+   [Composer Download Instructions](https://getcomposer.org/download/), e.g. by running
