* Fixed up Alert to postpone raises/clears within initial sleep period for old alerts

 * Fixed up AlertChanged to do the same
 * Added a migration method for the new AlertHistories table
 * added singleton cleanup for tests
 * moar tests
 * cleaned up Alert a bit
